There might be an official translation somewhere, but I will try:

"Luftfartsværket (Civil Aviation Authority ?) will reduce the take-off fee for non-domestic flights by 90 % in order to stimulate increased competition and the establishment of new routes. The proposal involves five selected airports: Harstad/Narvik, Lakselv, Haugesund, Kristiansund and Røros.

Foreign airlines has been stating for some time, that they would like to operate from Norwegian airports, including northern Norway. They have, however stated that the fees are too high in this country.

We would like to make it cheaper for the new operators to establish in Norwegian airports. The reduction of the take-off fee for these five airports should attract new international operators, who will also be able to get greater (starter/initial) discounts than today when flying domestic routes. The fee to get started will be much lower than today according to CEO Randi Flesland.

The Irish airline Ryanair has talked about an increased focus on Norway, but not in Northern Norway.

- It is too cold and there are too much wind and iceing in Northern Norway, claims press spokesman David Fizpatrick to Nordlys.

Ryan has huge success with their three daily flights from Sandefjord to London. Press Spokesman Davdi Fitzpatrick in Ryanair in Ireland informs that there are other possiblitities in Norway, but not in the North.

- It does not matter where in Norway it is, but it will not be in Northern Norway, it is too cold and there are too much wind and ice. It would require too much maintenance on the aircraft.

- A lot of people live here, is that not interesting ?

- Yes, it is , bbut we do not want to fly to areas with extreme weather conditions, he responds.."

That was a *very* quick job, no spell checking, hope you get the point
