PIK will do it but its just getting hold of someone willing to do it.
You only have to complete the training for it and it can be done by any ICAO instructor as long as you have the required bollocks in your log book about full stop landings for the IR its not required for CPL (or didn't used to be in case)
This whole moving states for cpl issue is a pain in the bum so I would contact your regulator in the first instance to find out what they want cause the maltese ATPL exams arn't valid for a CPL issued in the UK.
