The definition of "IN FLIGHT" in the UK used to be when an aircraft first moves under it's own power "for the purpose of flight". I also think that moving off also defines when you change from the MEL to the QRH for fault handling.
Therefore you could taxi out, do your pre take off checks, snag something, taxi back, and log it as flight time without becoming airborne.

Don't know if it's a sector though
