You are correct. You must remember that government agencies don't know about aviation, the company just says this guy is the most qualified. This is why I flew with and know guys with greencards flying in the US, when obviously we have no shortage of pilots. Being qualified is the key as well as knowing someone in the right place to pay and do the paperwork. Usually you will find less than reputable companies like these guys because they essentially have slave labor they can strong arm.
