Most countries including all western nations only allow supply of Indian manpower only when their own citizens manpower supply cannot meet the manpower demanded by business...

I am in the same boat as SJKEN. An Indian national living and working(Software/computers, what else?) in the US. Not a pilot yet and will be working towards my PPL and IR this summer. Working on a masters degree on the side too and hopefully work in an aviation program at a 4 or 2 year school.

The labor laws clearly state that employers can file for the required paperwork (greencard, h1) if there are no locals available to do the work! There are opportunities - if you are qualified - and that means a lot more than just 250 hour certificate. Also the legal fees involved with filing paperwork can be quite a bit, something that employers are not willing to spend, especially in this economical climate.
