Now trying to answer the question a bit:
No hard and fast rule. If you are in fact in Tanzania, you will have several local(ish) African options. If you want to go flying in the big, wide world commercially (as you imply), then there are basically two 'worlds' out there, again, other than Africa: FAA land and JAA land.
FAA of course being the US, JAA being Europe. What's better for you really depends on what you intend to do later - if in fact you know that at this early stage.
Suggest you do some Googling (and searching here - do an 'advanced search', gives you a lot more responses than the standard one), and then come back.
