I'm going to have to go with Puerto Princesa on Palawan.
Both historical photos I have seen and a good look at google earth convinced me. The major factor was that the runway at Puerto Princesa ends at the waterline. That of Guiuan, which I had originally listed as a strong possibility in my search, ends some distance inland with the village of Guiuan between it and the sea.
The seaward end orientation of the two are different as well with one heading to the west and the shore of Leyte Gulf, the other to the east into the Sulu Sea.
Lastly, there is only one runway in the contest picture.
