Yes, the first 20,000euros was a government LOAN, the next 30,000euros was out of my back pocket.
Those we just the few places that I tried. You can also try the Middle East (not entirely sure about that place, but I'm sure if you did research, you can find out) or the Carribean. All much closer to you than South East Asia or Oceania
