The hour requirement has nothing to do with insurance there. It is purely in place to keep the local pilots in jobs instead of all the jobs going to foriegn pilots. So it doesn't matter if your flying a 152 or a 747. Fact is you still need 1000hrs for there.
Malawie I believe has a 3 or 400 hour requirement. But I stand to be corrected on that.
