On the contrary, I would say. If you have Italian under your belt, I suggest you to read here on their forum about the initiative of couple of "sport" pilots (PPrunes as well and possibly ATCOs or CPLs, I don't know them personally...) who went on their own money & time to visit ENAC (ITA CAA) and their officer, Gen. Pomponi, just to highlight the problem of how restricted VFR flying has become in Italy. Well, briefly...the authority-man agreed with them 100 % and they have begun a workshop that has recently re-defined VFR around Florence and will be soon tackling other "hot" spots.
I haven't flown there for ages now, but it is nice to know that some action has be taken and someone with the power to change things are listening so wish them all the best. Let see what happens.
