In one post you opine that works starting in April would cause chaos for easter / summer then a few posts later complain that they should be getting on with it & not waiting till Nov!!
I suspect your first point may well be behind the delay - if the process is planned to take over a year to complete (& in view of the ongoing recession) then planning the work to start after the summer season seems sensible. Better to disrupt 2 winter seasons than 2 summer ones surely???
