Anything is possible... but this would be a much much more involved undertaking than you might imagine in terms of both
time and
money.
Additionally there are a number of syllabus areas where you would require all your directing skill to express the topic using this medium.
In my opinion you would be unlikely to recover your costs through sales let alone make a profit.
You should also bear in mind that "stuff changes" and out of date information can render such a product obsolete unless you're prepared to continue development.
On a personal note I think you'll struggle to find a convincing presenter who doesn`t have a solid background in flying training... perhaps you'd do better to consider a team of presenters to break things up a bit?? (But you'd need to keep them apart from each other if you wanted to get any form of agreement on the script)
Substitute the word "complete" for "selected" or "general interest" and maybe it would be another story.
