I am not saying you are wrong, nor that I am right -but I think my interpretation is more consistent than yours.
HL, you were right.
A recognised aeroplane 'has to be on a register of aircraft kept by a contracting state' etc. and RAAus doesn't meet the definition of a contracting state per the act.
Makes sense when you think about.
a CPL that has only flown recreational type aeroplanes wouldn't inspire a lot of confidence.
