Yep. Any JAA examiner can sign the paperwork of any other JAA member state - within the privileges of his authorization of course.
What does help if you have a cross-border situation such as this, is to make a copy of the JAA examiners license/authorization and include this with the paperwork once you send it in.
I'm in the exact situation you describe, with a UK-issued PPL but flying and living in the Netherlands. The local Dutch examiner signs my paperwork and the forms are sent along with a copy of his license/authorization to the UK CAA.
