Whilst I agree with you that Bassa are clueless, there are comments on another site that seem to suggest that Bassa are driving this and have more or less ignored Unites advice from the word go.
Unite issued a statement that they would re-ballot if the new talks failed, but I think Bassa then trumped them the statement to re-ballot at the start of next year regardless.
