Being cynical, maybe NATS have engineered the NPC operational date to fall within the public finance crisis! Quite straightforward to drag out a project until a market dip...
Once this project started it would have been impossible to drag things out. Perhaps the change from NSC to PC was dragged out but once PC started it gained it's own momentum!
