YSCN Now a GAAP Airport?

Saw this NOTAM in NAIPS:
CAMDEN (YSCN)
C69/09
START APPROVAL REQUIRED FOR CIRCUIT OPERATIONS
FROM 07 200054 TO PERM

My question is, is Camden Aerodrome now a GAAP aerodrome?
