I mentioned this in another thread sometime ago.
Try
GRICDial . After downloading the dialer package, you can connect to a "local" ISP whereever you are in the world for the cost of a local call.
The only necessity is to have your logon name/password with your "home" ISP which you use to logon on to the GRIC network. There is a list of ISPs that take part in this program. I use it all the time I am overseas and it has never failed me.
