As a licensed engineer I have had my issues with the UK CAA, but I understand that they are not funded by the UK taxpayer, but by the fees that they charge.
The same is true of a pimp ... and the License that they issue is not worth the paper it's printed on. If you want prove that you are a CAA licensed pilot to the FAA you have to pay the CAA to provide that proof!
