You must have an inbound/outbound component from/to Australia to buy that sector as a pax.
Nope, must have an inbound/outbound component to/from the USA.

Nothing stopping a One World alliance pax booking :
Tokyo-Los Angelas on JAL
connecting to
Los Angelas-New York on Qantas
then connecting to
New York-London on British Airways
