People move on and and new ones join the school.
The people who were instructing there 12 years ago were, in my opinion, "top-notch".
Most of them are probably retired by now, but they all had recent experience in either APP or Enroute. Some of the part-time instructors did not.
Nowdays, I have no idea who is there anymore, but as you say, maybe the quality of instruction has declined, a perfect opportunity therefore for some new blood (with a current licence) to join the team.
