For what it's worth, I did a bit of research into this this type affair recently. Basically, I was weighing up the pro's and con's of doing the Seaplane rating here in the UK vs. Canada. I can't help you with the CPL as I did mine in the UK but I've provided a link to the FCL requirements which could be of assistance.

Here's what I have:

Ocean Air
Seaplane Training Float Plane training and Charters in Victoria, BC, Canada
Various packages on offer
50 hour pro course – $12995 CAD
7 hour basic course – $1995 CAD
15 hour proficiency course – $4995CAD

Fort Langley Air
Fort Langley Air Float Plane Training Rating Charters Sightseeing Seaplane Endorsement Vancouver BC
More specifically, Fort Langley Air Float Training
Slightly more expensive but at least provides a detailed breakdown of what the various individual costs are.
Unsure as to the comment above re: the person in charge no longer being around?

Just remember to budget accordingly - hardly any training ever goes according to exact plans, try build in a safety net of 10% at least.

I got all of the above from searching online - can't see why you're saying it's hard to come by and/or flakey?
