I suppose your the sort of person that reads the ERS or TAPs and says "I'm not sure that freq is for the ILS. Despite what the book says, I'll decide what the freq is used for."
And no, I am not at the ARCC and I am perfectly happy that they do co-ordinate more than they control (that job being primarily a CG one in the maritime environment and a police one on land).
I will say it again, I was responding to your missunderstanding as to the use of 5680 as a distress frequency, that is all.
