This is not going to help as my licence is a UK one, but nevertheless... my PPL originally came without a night rating, after I qualified and sent the relevant paperwork, a new page one came in the mail (the UK licence is a bunch of loose A5 pages. It looks a bit like a best-seller), this one exactly the same as the original except for an added sentence to the tone of "the privileges of this licence might be exercised at night".
Then my CPL again makes no mention whatsoever of night or day anywhere (I do have an IR, and had it on my PPL already).
I can't really be asked to look it up, but I suspect JAR-FCL (and thus its transposition into national law) will have something to the effect of a night qualification being a requirement pre-CPL?
