To be issued an Instrument Rating (not Day only endorsed) the candidate must have 10 hours night flight experience, including not less than 5 hours as PIC.
So unless the 5 hours PIC was supervised solo circuits then the candidate would probably have a NVFR rating which would usually mean that the Nav requirements are met?
