If you make a dummy booking now, there's a drop-down list of amount of baggage and ways to check in. 0 checked bags + online check-in still gives you no extra charges on this line. Every other combination results in a charge which seems to accord with what's on the table of charges elsewhere on the website. So it looks like you can still book the advertised fare and travel without surcharges - if you try hard enough.
But I haven't yet tried looking for a free, €1 or €5 fare to test that.
