IMHO, the answer is Yes.

After all, in both cases, the other pilot holds a PPL.

Therefore in the one hour flight for renewal, you are only there to onserve and provide instruction/advice as required.

In the case of the 90 day rule, the guy could fly with another PPL. Thus you are actually safer than that option.

Don't get sidetracked by the CRI info. Look at what experience is required to obtain a CRI certificate.

Note that in Ireland, there is no requirment for the supervising instructor to be present at the airfield. After all what is the point if you and your student are conducting a stalling exercise 20 miles down the road. The only requirement is the supervision of operation.
