Part3 - that is also my interpretation.
However - I've been advised with the introduction of AFPEX and the migration of the parent AFTN function to Swanwick flight plans should no longer be submitted to local ATC! Now I think its a 'misinterpretation'
of the NOTAM and Supps 5 and 6/2009 by local ATC but I'd be interested to know how other ATC units deal with FPLs.
