The article cetainly reads as if Mr Kehoe is engaged in backtracking. It also stated that he said it would not be possible to meet the target of 18 million passengers per year by 2017 that he had been set on his appointment and that this target would be ambitious for 2020. He also expected growth to return 2011/2012 presumably from where it had fallen to in the meantime.
