Please explain?

I can't see what is so difficult about the fact that they won't certify an approach to an unlicenced airfield!
Comfy Chair - So what's the deal with Casino? According to my Jepps (which as far as I know are actually up-to-date), its unlicenced/uncertified but it has two (2) RNAV approaches (one from each end!) - with apparently no restrictions on their use!

Ditto Gayndah, Jabiru, Lilydale, Nifty, Norseman, Oodnadatta, Quirindi, Victoria River Downs, Warburton and Warwick!

PS: This is particularly interesting in the light of the response I received from CASA regarding my request for approval to use the YATN approach.

This approach can not be used for fixed wing aircraft as the aerodrome is unregistered; a fixed -wing straight -in approach can not be issued to an unregistered aerodrome
