I think the suggestion is that the same people who dream up these posts write the job description to justify a salary increase over their present job, and they then apply for these jobs. They then get these jobs which comes as no surprise to anyone
, and the salary hike ,and then palm off some of the duties in the job description
that they wrote, to others.
