I think the whole issue may be one of liability that the community is so fond of these days. As stated the approach was designed and paid for by a QLD govt operator who no doubt does not wish to accept liability for use by another party. Its user pay these days as you all well know, and you can't blame an organisation for being unwilling to accept responsibility for another party using its "property". The approach is not designed by CASA, but by a private profit driven organisation, albeit authorised by CASA to do so and to the standards stipulated by CASA. The ILS at East Sale is "helicopter only" because the ILS installation and the approach design were paid for by Esso.
