Outlook

Having trouble with this. I don't understand where Outlook stores emails. It is Microsoft program, does it store the emails on the computer?
I have a service for my wife and it has been a bear. I have it set up and it has been working but she got a few large emails and the mailbox quota was exceeded. If it stores on the computer, why the quota at all? If it saves on a server, whose is it?
Anyway I managed to delete all the large files, she deleted all her saved emails, it has only a few emails, all small, in any of the folders, and I emptied all the deleted folders etc. I am sure it is stripped to the bare bones.
But I still cannot make it accept any new emails. All attempts to send an email to this account bounce because it says the quota is exceeded.
How can I reset the quota or stop this error? It is very frustrating indeed.
