TP, the change to the rules was made in order that the rules are consistent with the law of the land nothing more, nothing less. As to being power crazy, as DH says, democracy reigns old chap, given the responses I would say that the rule changes were pretty well accepted by the majority. Incidentally the rules prior to the change also allowed strike notice to be issued on behalf of members without ballot. What it did require was Bargaining authorities.
