Whilst I agree that "powerbacks" are noisy, why do you think they are dangerous? Tis done under ground personnel guidance......
As an aside, I have been a passenger on 727's and DC-9's that have powered-back off stand in the USA and at Caribbean airports - have felt at more risk with some of the high-speed, tug-shoves I have experienced over the years.
