FltPlan.com Flight Planning for General Aviation. You don't need a licence/number etc, I don't think. Great site with all the info you need for planning a flight at no charge. Another favourite I use all the time is
AirNav
For weather if you don't want to use fltplan or airnav, try ADDS weather. For general weather, not just aviation, try
NOAA - National Oceanic and Atmospheric Administration and put in the town name followed by the state. It is moderately accurate, and if anything usually verges on pessmistic for the 7 days it shows.
