Parachutists are "supposed" to only jump through cloud if they have the jump cloud approval.

Some of the things that limit this are:

Carry out a briefing before the jump - this includes the attendance of the pilot.
All tandem masters and camera persons must be endorsed for cloud jumping.
The drop zone must be approved.
Ground crew to be in attendance before exit.
Ground crew clearance to the pilot before exit.
Take a count of all personal involved in the jump.
Can only jump through cloud with a certain cloud base.
Must have a loadmaster.
LOA with airservices.
No radical manoeuvres in cloud.
Minimal tracking or horizontal movement in cloud.
Should not jump through cloud if it is likely that the parachute will need to be opened or flown in cloud.
Specific procedures if found to be under canopy in cloud.

Obviously it is still a VFR operation so the pilot will then have to go hunting for a hole to get down.

The good thing is that the pilot always has the last say.

Oh by the way, if it is raining, they wont go through the cloud because it hurts to much.
