I don't think the original post stipulated whether or not the tattoos were "Chinese characters", I think the poster was referring to how the Chinese authorities view tattoos.
As for the "retard" comment, if it does hold any truth within China, i'd dear say that you (WrongWayCorrigan) will not be in the pointy end of an aircraft anytime soon. Well maybe to clean the windows.
