When I started flying in 1958 most if not all aerodromes were under the authority of the Dept of Civil Aviation. I think it was in the early 60's that the DCA started to hand them over to the local Councils, most of whom did not want the expense of running them.
The fist indication this had happened was that the area outside the gable markers started to produce cereal crops followed by the disappearance of the groundsman.
Outside the capital cities a sealed runway usually meant that the place had been a RAAF aerodrome that ended up under the control of the DCA.
