Useing raw figures

2007- 3%
2008- 1.5% plus a level.(level worth approx 4%)= 5.5%
2009- 3%
2010- 3%

Makes a total of 3% + 5.5% + 3% + 3% = 14.5%

14.5% / 4 years = 3.625 % per annum

This is reality and the devil in the detail.
