From what I recall, ASL werent yet set up to do the Eng test on March 5, when this all came in. I remember a few foreign students who were almost but not quite 6, being ready for a PPL/CPL on Mar 6/7 etc, and having to wait until Mar twenty something before they could take the test, so that they could do the test!
None were impressed. Should make sure infrastructure is set up BEFORE you make it a legal requirement.
