Your quite right that when the "HEADS OF AGREEMENT" came to a vote at the executive, it was close and infact only passed when some changed their minds. However the the final document did not represent what was contained in the HOA and thus could not and would not be taken to a vote.
You had better ask your manager why that is, I just hope he can hear you from under the table.
