Most schedule changes are commercial reasons so its not "b.s" as you suggest.
It could be a number of reasons but I am pretty sure that if it was something other than commercial, for example outside of their control Flybe would certainly make this clear to passengers to avoid any grumbling.
I know that many changes have been made though until the beginning of July so its possible that EXT-LBA is just temporary. I certainly haven't heard any info on this route in the office, put it that way.
