As for the Brazilian part of your question , for work without a Brazilian passport (citizenship) , is as difficult as for a Brazilian without EU passport to work in Portugal for that matter. I know there are Brazilians working in Portugal , but they had a EU Passport and so the right to work there.
As for the other countries in LA , well , for what I have seen here so far , there are some "breach" in the system at some point you can work there. But what makes it difficult is the JAA issue. An FAA is no problem for them , but JAA I can't say. Although the countries in LA do follow the ICAO rules very strictly.
Só que nossas licenças (Brasil no meu caso) apesar de serem as que mais ficam perto das regras da OACI , são vistas com desconfiança aqui , e portanto o mesmo tratamento pode ser esperado por parte dos orgãos de aviação lá. Se não me engano Portugal tinha um acordo com o DAC no Brasil , mas não sei como está após o JAA.
