I wonder if Flybe will essentially be refurbishing the Q400s with late-model mods on BBDs behalf over the term of the lease, rather than flying them to Canada to have the same work done on the Toronto line. Presumably by leasing them it would make it first party rather than third party work for licencing purposes, although I am purely speculating.
