Sorry but you are not correct. An ASR maybe filed by any member of Crew. From Captain to GR2. It is the only report that goes (outside the company) to the GCAA and the company must legally pass it on.
It is to be used for genuine SAFTEY issues, i.e. fatigue

Cabin crew should fill these in where they believe the safety of the aircraft has been affected.
It can be filed any time and doesn't have to be filled at the end of the flight.
This is how the IAH and MRU flights have been changed.
There may be issue's the the pilots are not aware of, so if they are only being reported in VR's then the company has no need to pass them on to the governing body(GCAA) who have the power to change things.
So if it's safety related file an ASR.

P.s If anybody questions you, then ask them to look up Flight Operations Manual (FOM) Chapter 10 page 6. It'll say
"Anymember of staff may submit an ASR
at anytime,if they believe that air safety
has been compromised or if they have
information which may enhance air
safety."
