That depends on what OACI is.
According to Wikipedia, OACI is an "evangelistic ministry", British charity based in New Zealand,
so if they issued you a PPL, I doubt you can convert.
- If OACI is some Civil Aviation Authority, then it depends if they are an ICAO member.
