That's one for the ATC boys and girls but I'd be suprised if they really were 'near misses'. It depends on how that artilce defines a near miss.
For me it would be a 'RA' - Resolution Advisory from TCAS. That is activated 20 -30 seconds from a potential collision and requires a climb / desent input from the pilot, in other words, avoiding action and would certainly warrent an ASR, Air Safety Report by the Pilot.
A 'TA' - Traffic Advisory, can often go off in CTA's, more commonly arround busier airports / airspace. For example if an aircraft above or below has a high rate of climb / descent but is safe because it has been cleared to a level below or above. Those only require a monitoring action from the pilot.

I'd like to say that I've found ATC at NCL very good and very friendly and in two years of flying in and out of NCL have never caused an issue. ( I still always end up a little high and fast coming onto LOC for 07!
