Wouldn't Tiger only require the additional route on their existing international AOC? They already operate Sing - Darwin, so Sing - Melb wouldn't be a problem. Jetstar have just increased their schedules, now operating two Darwin - Sing flights daily, one originating ex Cairns, and one ex Mel, so there must be traffic available.
