How to get a JAA ATPL when you work in Asia?

I know about EASA and its next taking over about FCL.
But according to "my" sources, the new FCL has no date to be issued... and it is urgent... even though I can wait one month or two.
I tried UK before, but they want a permanent address in... UK.
